LONG BEACH, CA – A two-hour standoff ended with the arrests of two fugitives wanted in connection with a Louisville, Kentucky drug trafficking operation. Jerlen Lewayne Horton and Chicoby Tryvest Summers, both documented gang members, were taken into custody by the Long Beach Police Department on August 22nd, bringing an end to a two-year run from the law.
The pair, linked to the Victory Park Crips street gang, had been evading authorities since November 3, 2021, when they fled during an attempted arrest in Kentucky. Law enforcement discovered the duo holed up in a luxury high-rise apartment complex, prompting the standoff. A subsequent search of their residence revealed a firearm and other evidence related to their alleged crimes.
Horton faces both state and federal charges of aggravated assault, along with drug- and firearms-related offenses. Summers is also charged in state and federal court for stolen property and firearms offenses. Adding to the list of accusations, Summers is alleged to have removed his court-ordered GPS monitoring device, further complicating his escape.
The U.S. Marshals Service Western Kentucky Fugitive Task Force, working alongside the ATF Louisville Field Division and Louisville Metro Police Department (LMPD), tracked Horton and Summers across state lines. Federal warrants had been issued for both men after they violated the terms of their supervised release. Both defendants have extensive criminal histories, adding to the severity of the case.
“The arrest of these fugitives demonstrates ATF’s commitment to bringing offenders to justice,” stated Special Agent in Charge Shawn Morrow of the ATF Louisville Field Division. “If you use a firearm to break the law, ATF and our partners will ensure you are apprehended and brought to answer charges.” Louisville Metro Police Chief Jacquelyn Gwinn-Villaroel emphasized the importance of interagency cooperation, stating the arrests are “another step towards providing safe neighborhoods” and preventing violence from spreading to other communities.
Deputy U.S. Marshal Matthew Peters of the Western Kentucky District echoed those sentiments, praising the collaborative effort that led to the capture. Both Horton and Summers are expected to be extradited to Kentucky to face the charges against them. The investigation remains ongoing, and authorities are not ruling out the possibility of additional arrests related to the drug trafficking organization.
