Jerome M. Holliway, 37, of Washington D.C., Pleads Guilty to First-Degree Sexual Abuse

A 37-year-old Washington D.C. resident has pleaded guilty to a shocking crime that took place in a courthouse cellblock last fall.

According to court documents, Jerome M. Holliway attacked another defendant on November 11, 2016, while they were being held in the same cellblock at the Superior Court of the District of Columbia. The victim had finished their court hearing and was awaiting transport back to the District of Columbia Jail when the assault occurred.

Prosecutors say that at approximately 11:35 a.m., Holliway began beating, biting, kicking, and sexually assaulting the victim in the toilet area behind a metal divider. After the attack, Holliway allegedly pulled the naked victim up by his chains and told him not to reveal what had happened.

The attack was just one of two crimes for which Holliway has pleaded guilty. In a separate matter, he pleaded guilty to attempted threats stemming from an incident that took place on October 5, 2016. In this case, Holliway left a threatening voicemail for his estranged wife, in which he threatened to beat her and kill anyone she loved.

The plea agreement calls for a sentence of 17 ½ years in prison for the first-degree sexual abuse charge. This sentence will run concurrently with a sentence imposed in the threats case. Holliway remains in custody pending his sentencing, which is set for June 9, 2017.

U.S. Attorney Channing D. Phillips commended the work of those who investigated the cases from the U.S. Marshals Service and the Metropolitan Police Department. He also expressed appreciation for the efforts of those who worked on the case from the U.S. Attorney’s Office, including Paralegal Specialist D’Yvonne Key and Victim/Witness Advocate Shawn Slade.

Assistant U.S. Attorney Elana Suttenberg investigated and prosecuted the sexual assault, while Assistant U.S. Attorney Jeffrey Poulin investigated and prosecuted the threats matter.

The case serves as a stark reminder of the dangers that can exist within our judicial system. As we continue to explore the details of this shocking crime, one thing is clear: justice will be served.
