RICHMOND HERION DEALER SENTENCED TO 23 YEARS IN PRISON

A 36-year-old man from Chesterfield, Virginia, was sentenced to 23 years in prison for distributing a massive amount of heroin in the Richmond area.

Jerome Russell Lockhart, known as “Rome,” pleaded guilty to distributing 38.5 pounds of heroin in the Eastern District of Virginia. He was also found guilty of being a felon in possession of a firearm and violating the terms of his supervised release.

According to court documents, Lockhart began distributing heroin shortly after his release from federal prison in 2010. He had been serving a four-year term of supervised release at the time. Lockhart admitted to distributing 17.5 kilograms of heroin over a 2 ½-year period, resulting in two known overdoses.

Lockhart was sentenced to 240 months in prison for the heroin charges, 120 months for being a felon in possession of a firearm, and 36 months for violating the terms of his supervised release. The sentences will run concurrently, with the 36 months added consecutively. This brings Lockhart’s total prison time to 23 years.

The case was investigated by the DEA’s Washington Field Division and the Chesterfield County Police Department. Assistant U.S. Attorney Angela Mastandrea-Miller prosecuted the case.

Lockhart’s sentence marks a significant blow to the heroin trafficking network in the Richmond area. The sentence serves as a reminder that those involved in the illicit drug trade will face severe consequences.

Lockhart’s case is a stark reminder of the devastating impact of heroin addiction and the importance of law enforcement’s efforts to combat the opioid epidemic.
