Medicaid, SNAP, and Unemployment Benefits Fraud Rocks Rhode Island
A shocking case of benefits fraud has come to light in Rhode Island, where a Dominican national has pleaded guilty to using stolen identities to obtain $75,000 in Medicaid, Supplemental Nutrition Assistance Program (SNAP), and unemployment benefits.
Jesus Matos Perez, 52, was taken into custody on October 1, 2025, and has since pleaded guilty to illegal entry, false representation of a Social Security number, health care fraud, and wire fraud.
According to court documents, Matos Perez used the stolen identities of two American citizens for approximately ten years, dating back to 2015. He obtained a combined total of $75,000 in Medicaid, SNAP, and unemployment benefits.
The case is being prosecuted by First Assistant United States Attorney Dulce Donovan.
The investigation was a collaborative effort involving the United States Department of Agriculture, Office of Inspector General, Department of Health and Human Services, Office of Inspector General, Department of Labor, Office of Inspector General, Social Security Administration Office of Inspector General, United States Department of Housing and Urban Development, and Homeland Security Investigations.
This case is part of Operation Take Back America, a nationwide initiative aimed at repelling the invasion of illegal immigration, eliminating cartels and transnational criminal organizations, and protecting communities from violent crime.
Matos Perez is scheduled to be sentenced on July 8, 2026, and will face a sentence determined by a federal district court judge after consideration of the U.S. Sentencing Guidelines and other statutory factors.
