Joel A. Duran, Fentanyl and Methamphetamine Trafficking, Virginia 2022

NORFOLK, Va. – A massive fentanyl and methamphetamine trafficking operation has been dealt a significant blow after a defendant was sentenced to 135 months in prison.

Joel A. Duran, 53, was sentenced in the Eastern District of Virginia for possessing with intent to distribute fentanyl and methamphetamine. The defendant’s crimes spanned at least November 2021 through February 2022, during which he transported massive quantities of the deadly substances from California to several locations across the United States.

According to court documents, Duran made three cross-country trips, possessing 27.9 kilograms of fentanyl – enough to potentially cause the fatal overdose of 14 million people – and 192 kilograms of methamphetamine. The defendant’s operation had a significant impact on communities in Massachusetts, North Carolina, Florida, and the Hampton Roads region in Virginia.

U.S. Attorney Jessica D. Aber, Norfolk Commonwealth’s Attorney Ramin Fatehi, Homeland Security Investigations Acting Special Agent in Charge Derek W. Gordon, and Virginia Beach Police Chief Paul Neudigate made the announcement after sentencing by Senior U.S. District Judge Rebecca Beach Smith.

Assistant U.S. Attorney Kevin M. Comstock and Special Assistant U.S. Attorney Graham Stolle prosecuted the case, which is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and gun violence in communities.

The program focuses on fostering trust and legitimacy in communities, supporting community-based organizations that help prevent violence, setting focused and strategic enforcement priorities, and measuring results. Duran’s sentencing is a significant victory for law enforcement and the communities they serve.
