The scheme unfolded over two weeks, with Willis using Snapchat to bombard the victim with explicit images of himself. He didn’t stop there. He repeatedly pressured the girl to reciprocate with her own explicit photos and even attempted to persuade her to travel to his Maryland residence for sexual activity. Thankfully, the victim recognized the danger and immediately reported Willis’s predatory behavior to law enforcement.
Federal investigators quickly moved in, utilizing the FBI Washington Field Office’s Child Exploitation and Human Trafficking Task Force. The evidence was damning. Beyond the initial communications, an undercover officer assumed the victim’s identity on Snapchat to gather further proof of Willis’s intent. This tactic confirmed Willis continued to solicit explicit material and attempt to arrange a meeting, solidifying the case against him.
Willis entered a guilty plea on March 15, 2023, in the U.S. District Court for the District of Columbia, avoiding a potentially lengthier trial. While ten years is the initial prison term, his troubles don’t end there. Following his release, Willis will face a full decade of supervised release and will be required to register as a sex offender for 25 years – a lifetime marker of his heinous crimes.
This case wasn’t a solo effort. The FBI’s task force collaborated with other law enforcement agencies to build a robust case and ensure Willis was held accountable.
