WASHINGTON D.C. – Joseph Ruben Baer, a 20-year-old from Silver Spring, Maryland, has admitted to a sickening crime: possessing and distributing child pornography. Baer pleaded guilty today in U.S. District Court for the District of Columbia to one count of possession of child pornography, stemming from his depraved actions earlier this year.

According to court documents, the FBI–Metropolitan Police Department (MPD) Child Exploitation and Human Trafficking Task Force was running an undercover operation on a popular online dating application. Investigators discovered the app was being used by individuals seeking child pornography. Baer, believing he was communicating with someone who shared his twisted interests, actively sought out and sent graphic content. He transmitted two video files via an encrypted messaging app, showing himself masturbating while watching videos depicting the sexual abuse of infants and prepubescent children.

The sting operation culminated in Baer’s arrest on May 10, 2024, in the District of Columbia. A subsequent search of Baer’s iPhone revealed a total of seven child pornography videos, including the two he’d already shared with the undercover agent. These videos weren’t just images; they documented the actual sexual abuse of vulnerable children. Baer has remained in custody ever since.

U.S. Attorney Matthew M. Graves, FBI Special Agent in Charge David J. Scott, and MPD Chief Pamela A. Smith announced the guilty plea, a small victory in the ongoing battle against child exploitation. Baer now faces a maximum sentence of 20 years in federal prison and a $250,000 fine. Beyond that, he’s obligated to pay mandatory restitution – at least $3,000 – to any identified victims of the abuse depicted in the videos.

This case is part of Project Safe Childhood, a national initiative launched in 2006 to aggressively combat the online exploitation of children. The task force responsible for Baer’s arrest is comprised of FBI agents, federal agents, and detectives from across the Washington D.C. metro area, working tirelessly to identify and prosecute predators. The U.S. Attorney’s Office for the District of Maryland and the U.S. Marshals Service provided valuable assistance in the investigation.
