CHARLESTON, W.Va. – A Parkersburg man has confessed to a depraved act of exploitation. Jon Ryan LaFever, 29, pleaded guilty today to the production of child pornography, exposing a dark underbelly of abuse operating within our communities.
Court documents reveal that on March 16, 2023, LaFever posted an image of a minor female on an instant messaging app. When an app user inquired about the girl, LaFever chillingly admitted she was a 7-year-old he had access to. He then escalated the exchange, sending multiple photos, including one of the child in her underwear with her legs spread, and two images focusing on her nude genital area. This wasn’t a momentary lapse; it was a deliberate act of predation.
The horror didn’t stop at still images. LaFever also admitted to sending two videos of the same minor. These videos depict him touching the girl’s buttocks while she slept, attempting to expose her genitals, only halting when she showed signs of waking. A subsequent search warrant executed on March 20, 2023, at LaFever’s Parkersburg residence, confirmed his admissions. His cell phone, forensically analyzed, contained numerous images and videos of the child taken in his home, including the disturbing videos he created on March 6, 2023.
The scope of LaFever’s depravity extends beyond this single victim. Investigators discovered hundreds of images and videos of child pornography on his phone and an online file-storage account. Worse still, some of this material depicted prepubescent minors. This wasn’t an isolated incident; it was a pattern of abuse and a deliberate collection of exploitation.
LaFever now faces a severe reckoning. He is scheduled for sentencing on September 5, 2024, and is looking at a mandatory minimum of 15 years in prison, with a potential maximum of 30 years. He also faces at least five years, up to a lifetime, of supervised release, a $250,000 fine, restitution determined by the court, and mandatory registration as a sex offender. This is a small measure of justice for a horrific crime.
U.S. Attorney Will Thompson announced the guilty plea, praising the work of the U.S. Department of Homeland Security-Homeland Security Investigations (HSI) and the West Virginia State Police. The case was prosecuted by Assistant United States Attorney Jennifer Rada Herrald and falls under Project Safe Childhood, a national initiative to combat child sexual exploitation.
