FRANKFORT, Ky. – John M. Hoskins, III, a 33-year-old Lexington resident, is headed to federal prison for a decade after being sentenced Wednesday to 120 months for a large-scale methamphetamine operation and accompanying firearms violations. U.S. District Judge Gregory Van Tatenhove delivered the sentence, bringing a measure of closure to a case that exposed a significant drug pipeline in Central Kentucky.
The bust stemmed from a series of controlled buys conducted between May and July of 2022. Undercover law enforcement, utilizing a confidential informant, repeatedly purchased methamphetamine from Hoskins. The total haul: nearly 500 grams of the highly addictive drug. But the operation wasn’t just about quantity; Hoskins escalated the danger by involving firearms in his criminal enterprise. He not only sold at least one firearm during the transactions, but was also observed armed with another weapon during at least one deal, turning a drug exchange into a potentially lethal situation.
Hoskins pleaded guilty in June 2023 to multiple counts of distributing 50 grams or more of methamphetamine and one count of carrying a firearm during and in relation to a drug trafficking crime. The charges reflect the seriousness of his actions – a clear disregard for the law and the safety of the community. Federal sentencing guidelines, notoriously strict, played a significant role in the length of the sentence, ensuring Hoskins will serve a substantial portion of his time behind bars.
According to federal law, Hoskins will be required to serve 85% of his 120-month sentence before becoming eligible for release. Even then, he won’t be a free man. Upon release, he’ll face five years of supervised probation, a constant reminder of his crimes and a measure of control aimed at preventing recidivism. The case highlights the ATF’s focus on disrupting drug trafficking operations that often involve violent crime.
The investigation was a collaborative effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Louisville Field Division, the Kentucky State Police (KSP), and the Bluegrass Narcotics Task Force. Carlton S. Shier, IV, U.S. Attorney for the Eastern District of Kentucky, and Shawn Morrow, Special Agent in Charge of the ATF, jointly announced the sentencing. Assistant U.S. Attorney Paco Villalobos prosecuted the case, skillfully presenting the evidence that led to Hoskins’ conviction.
This case was brought under the umbrella of the Department of Justice’s “Project Safe Neighborhoods” (PSN) program, a nationwide initiative focused on reducing violent crime. U.S. Attorney Shier, coordinating PSN efforts in the Eastern District of Kentucky, emphasized the program’s comprehensive approach – not just prosecution, but also crime prevention and efforts to help offenders successfully re-enter society. Whether that will be enough to truly address the root causes of drug trafficking in Lexington remains to be seen.
