JOHNSTOWN, Pa. – The streets of Johnstown are a little less saturated with poison today after two local men received stiff federal sentences for peddling crack cocaine. Kevin Johnson, 39, and Daniel Culmer, 58, both learned their fate in federal court, courtesy of Acting United States Attorney Troy Rivetti and a relentless federal investigation.
U.S. District Judge Marilyn J. Horan handed down the sentences: Johnson received a brutal 100 months – eight years and four months – in prison, followed by four years of supervised release. Culmer wasn’t far behind, getting 96 months (eight years) behind bars, and will be under the watchful eye of parole officers for six years after that. The pair were convicted of conspiracy to distribute and possess with intent to distribute crack cocaine, charges stemming from a period of intense activity between March and July of 2021.
Federal prosecutors laid out a damning case, revealing that Johnson conspired to move at least 28 grams of the highly addictive drug. Culmer, while dealing in smaller quantities, wasn’t a newcomer to the system. He was already on supervised release for a 2018 federal conviction related to heroin distribution – proving that a prior brush with the law didn’t deter him from returning to the criminal underworld. The evidence wasn’t just circumstantial; both men were caught red-handed thanks to a federal wiretap, confirming they were actively distributing the drug to others.
This wasn’t a solo operation, though. The takedown was a coordinated effort involving a veritable army of law enforcement agencies. The FBI’s Laurel Highlands Resident Agency and Homeland Security Investigations spearheaded the investigation, but they weren’t alone. The Bureau of Alcohol, Tobacco, Firearms and Explosives, the IRS-Criminal Investigation, the U.S. Postal Inspection Service, the Pennsylvania Office of Attorney General, the Pennsylvania State Police, and multiple county and local police departments all contributed to bringing Johnson and Culmer to justice.
The prosecution was part of a larger Organized Crime Drug Enforcement Task Forces (OCDETF) investigation – a clear signal that federal authorities are targeting not just street-level dealers, but the entire criminal network that enables drug trafficking. According to authorities, OCDETF is designed to dismantle these organizations from the top down, leveraging intelligence and collaboration between agencies to cripple their operations. This case sends a clear message: those who profit from poisoning communities will face serious consequences.
Assistant United States Attorney Maureen Sheehan-Balchon expertly prosecuted the case, securing these convictions and ensuring that Johnson and Culmer will be spending a significant portion of their lives behind bars. Acting U.S. Attorney Rivetti’s office has made it clear they won’t tolerate drug trafficking in Western Pennsylvania, and this sentencing is a testament to that commitment.
