Jose Lopez Rivera, Murder and Cocaine Possession, Maryland 2015

Baltimore, MD – Jose Lopez Rivera, 27, of Elmont, New York, formerly of Maryland, will spend the next 26 years in federal prison after being sentenced by Chief U.S. District Judge James K. Bredar. Rivera, an El Salvadoran national, was convicted of a racketeering conspiracy tied to a particularly brutal murder and multiple firearms and drug charges. The sentence sends a message, however late, that federal agencies are finally cracking down on the unchecked violence of MS-13.

The case, a joint effort by multiple federal and local law enforcement agencies – including the ATF, FBI, Homeland Security Investigations, and police departments from Frederick, Anne Arundel, Prince George’s, and Montgomery counties – detailed Rivera’s involvement with the Fulton Locos Salvatruchas (“FLS”) clique of La Mara Salvatrucha, more commonly known as MS-13. Prosecutors demonstrated Rivera wasn’t just a member, but actively participated in the gang’s ruthless enforcement of its twisted code.

According to court documents, the conspiracy dates back to at least 2015. MS-13, as investigators laid out, operates on a simple, horrifying principle: maintain power through intimidation and violence. The gang’s mottos – “mata, viola, controla” (“kill, rape, control”) and “ver, oir y callar” (“see nothing, hear nothing and say nothing”) – aren’t mere slogans; they’re operating instructions. Members are expected to attack rivals, or “chavalas,” whenever the opportunity arises, solidifying their position within the gang and potentially earning a promotion.

The specific incident that led to the 26-year sentence occurred on August 31, 2015, in Wheaton, Maryland. Rivera and other MS-13 members were drinking when they encountered Victim 5, a civilian wearing Nike Cortez sneakers. According to the gang’s perverse rules, these sneakers were reserved exclusively for MS-13 members. A prior warning had been issued to Victim 5, but the message wasn’t heeded. This seemingly petty violation sparked a violent chain of events that ultimately led to the victim’s murder, for which Rivera was found complicit.

Beyond the murder conspiracy, Rivera was also convicted of possession with intent to distribute cocaine, possession of a firearm and ammunition as an illegal alien, and possession of a firearm in furtherance of a drug trafficking crime. U.S. Attorney for the District of Maryland Erek L. Barron, along with the heads of the involved agencies, announced the sentence, highlighting the commitment to dismantling MS-13 and bringing its members to justice. But critics point to the years it took to secure this conviction, questioning whether this response is fast enough to curb the gang’s ongoing reign of terror.

The sentencing of Jose Lopez Rivera marks a significant, though belated, victory for law enforcement in Maryland. However, the continued presence of MS-13 cliques in Frederick, Anne Arundel, Prince George’s, and Montgomery counties serves as a stark reminder that the fight against this transnational criminal enterprise is far from over. The investigation remains open, and authorities are urging anyone with information about MS-13 activity to come forward.
