Jose Santana, Cellphone Fraud, Florida 2011

West Palm Beach resident Jose Santana, 53, has pleaded guilty to his role in a high-tech international cellphone fraud ring that hijacked U.S. consumer accounts to route thousands of illegal international calls. Operating under the alias Octavio Perez, Santana admitted to orchestrating a key node in the operation from his home, turning it into a digital launchpad for fraud that spanned continents and drained over $150,000 from compromised accounts.

Santana admitted to one count of conspiracy to commit wire fraud, access device fraud, the use, production or possession of modified telecommunications instruments, and the use or possession of hardware or software configured to obtain telecom services. He also pleaded guilty to one count of wire fraud and one count of aggravated identity theft. Sentencing will be determined by Senior U.S. District Judge Daniel T.K. Hurley at a later date in the Southern District of Florida.

According to court documents, Santana’s operation relied on stolen customer data sent by co-conspirators in over 1,000 emails between December 2010 and October 2011. Using that information, he reprogrammed cellphones under his control, effectively cloning legitimate accounts. These hijacked lines were then used to route internet-based international calls to high-rate destinations like Cuba, Jamaica, and the Dominican Republic—calls that were billed directly to the victims’ compromised accounts.

The scheme, investigated by the FBI as part of Operation Toll Free, targeted unsuspecting cellphone users across the United States. Their personal and account data were weaponized to create a fraudulent relay system, with Santana’s West Palm Beach residence acting as a physical hub where digital theft met real-world telecom infrastructure. The operation allowed the conspirators to bypass standard billing systems and profit from unauthorized international call traffic.

Santana is the second defendant to plead guilty in the case. On August 29, 2016, Edwin Fana entered a similar plea on related charges and is scheduled for sentencing on December 22, 2016. Federal authorities stress that convictions like these are part of a broader crackdown on large-scale telecommunications fraud, which continues to evolve with advancing technology and international coordination.

The case was investigated by the FBI’s Miami Field Office and is being prosecuted by Senior Counsel Matthew A. Lamberti of the Justice Department’s Computer Crime and Intellectual Property Section and Assistant U.S. Attorney Jared M. Strauss of the Southern District of Florida.
