Joshua Ames Cartrette, Assault of a Federal Officer, Oregon 2025

A Portland-area man has been charged with assaulting a federal officer during a riot near an Immigration and Customs Enforcement office in South Portland.

Joshua Ames Cartrette, 46, of Oregon City, appeared in federal court on charges of misdemeanor assault of a federal officer. The incident occurred on June 14, 2025, during a protest in Portland.

Thousands of people gathered in peaceful protests in Portland, but some individuals targeted the ICE office with mortar fireworks, rocks, bricks, and glass bottles, prompting local law enforcement to declare a riot. The gathering turned violent, with a breach of the exterior door of the ICE office and clashes between protesters and federal officers.

A Customs and Border Protection Tactical Unit agent observed Cartrette push another agent and kick multiple deployed tear gas canisters toward other agents. The agent’s actions were seen as a clear escalation of the violence.

The case is being investigated by the Federal Protective Service and the FBI, with the U.S. Attorney’s Office for the District of Oregon handling the prosecution. A criminal complaint is only an accusation of a crime, and Cartrette is presumed innocent unless proven guilty.

Cartrette was released on conditions pending future court proceedings. Misdemeanor assault of a federal officer is punishable by up to one year in federal prison.

As the investigation continues, law enforcement agencies are warning residents to remain peaceful and avoid engaging in violent activities. The community is coming together to condemn the violence and support law enforcement efforts to maintain order.
