George Joyner, Voluntary Manslaughter, District of Columbia 2016

WASHINGTON D.C. – A downtown D.C. intersection became a scene of brutal violence last summer, and now, George Joyner, 50, of Washington, D.C., is paying the price. He was sentenced to 11 years in prison today for the voluntary manslaughter of 28-year-old Keon Parker, U.S. Attorney Channing D. Phillips announced.

The sentence stems from a plea deal Joyner entered into in March 2017, in the Superior Court of the District of Columbia. Judge Hiram E. Puig-Lugo accepted the plea on June 2, 2017, solidifying the 11-year term. After serving his time, Joyner will face three years of supervised release – if he makes it that far.

The facts of the case, laid out by prosecutors, paint a grim picture. On August 8, 2016, at approximately 7:30 p.m., Joyner initiated a physical altercation with Parker near the intersection of Second and E Streets NW. What began as a fight quickly escalated into a savage attack. Joyner reportedly used a sharp object to repeatedly assault Parker, even as the victim lay helpless on the ground.

Bystanders rushed to Parker’s aid, desperately trying to intervene as Joyner continued his assault. The District of Columbia Department of Fire and Emergency Medical Services arrived on the scene, but their efforts were futile. Parker was pronounced dead at approximately 8:10 p.m., the victim of multiple stab wounds to the neck and torso. The scene was, according to sources, soaked in blood.

The Metropolitan Police Department (MPD) apprehended Joyner in the immediate aftermath of the attack. He admitted to being involved in the altercation with Parker, though the specifics of his motive remain largely unknown. The evidence suggests a cold-blooded escalation from a fistfight to a fatal stabbing.

U.S. Attorney Phillips praised the MPD’s investigation, as well as the work of Paralegal Specialists Zekiah Wright and Kelly Blakeney, Victim/Witness Advocate Marcia Rinker, and Assistant U.S. Attorney Charles Willoughby, Jr., who secured the conviction. This case serves as a stark reminder of the violence that continues to plague the nation’s capital, and the consequences that await those who choose to resort to such brutality.
