BURLINGTON, VT – Juan Carlos “JC” Ortiz, 29, of Springfield, Massachusetts, is headed to federal prison for nearly eight years after being sentenced to 95 months’ imprisonment followed by five years of supervised release. Ortiz was the ringleader in a drug conspiracy that flooded Vermont’s remote Northeast Kingdom with fentanyl and cocaine base, according to federal prosecutors.
Ortiz pleaded guilty to the charges under a deal with the U.S. Attorney’s Office. Court records reveal he wasn’t a lone operator. The investigation, spanning from November 2021 to August 2022, snared thirteen individuals – primarily residents of Orleans, Essex, and Caledonia Counties – all now convicted of drug-related offenses. While Ortiz is the latest to receive a sentence, several co-conspirators are still awaiting their day in court.
Federal investigators painted a picture of Ortiz as a mobile drug boss, bouncing between multiple residences throughout the Northeast Kingdom, often hosted by his fellow conspirators. These homes served as both prep stations and distribution points for the deadly drugs. Ortiz didn’t get his hands dirty directly, relying instead on others to finalize deals he’d already brokered and to transport both the drugs and himself between Vermont and Massachusetts, where he sourced the supply.
The conspiracy wasn’t just about drugs; firearms were also a troubling component. Several members of the drug network possessed weapons during distribution activities, and some were even obtained *in exchange* for drugs, raising concerns about the escalating violence often associated with these operations. The ATF took the lead on this case, working alongside a massive coalition of federal, state, and local law enforcement agencies.
The Northeastern Vermont Drug Task Force (NEVDTF) spearheaded the investigation, with crucial support from Homeland Security Investigations, the Vermont State Police, county sheriffs’ departments, local police forces, U.S. Customs and Border Protection air units, and the FBI. U.S. Attorney Nikolas P. Kerest emphasized the office’s commitment to tackling federal crime in the often-overlooked Northeast Kingdom, praising the collaborative effort that brought Ortiz and his network down.
Assistant U.S. Attorney Matthew Lasher prosecuted the case, while Richard Bothfeld, Esq., represented Ortiz. The sentencing is part of the Department of Justice’s Project Safe Neighborhoods (PSN) initiative, a program aimed at reducing violent crime and gun violence by fostering trust between law enforcement and communities. This case highlights the ongoing battle against the flow of dangerous drugs into rural areas and the persistent threat posed by organized criminal networks.
