Kellen Norman, Cocaine Trafficking, Montana 2023

MISSOULA, MT – A Polson man is facing decades behind bars after allegedly peddling cocaine and illegally possessing firearms. Kellen Kantrell Norman, 19, appeared in federal court on May 25th and pleaded not guilty to charges of possession with intent to distribute cocaine, distribution of cocaine, possession of a firearm in furtherance of a drug trafficking crime, and possession of an unregistered firearm. Investigators with the Missoula High Intensity Drug Trafficking Area Task Force and the Bureau of Alcohol, Tobacco, Firearms and Explosives brought the case, alleging Norman was actively involved in the drug trade.

If convicted of the most serious charge, Norman faces a mandatory minimum of five years to 40 years in prison, alongside a potential $5 million fine and four years of supervised release. The firearms charge carries its own hefty penalty – a mandatory minimum of five years to life in prison, consecutive to any other sentence, a $250,000 fine, and five years of supervised release. He was released pending further court proceedings. This case highlights the persistent flow of narcotics and illegal weapons through Montana, and the continued efforts of federal agencies to stem the tide.

Elsewhere in Montana, Darcel Portra Saunders, 65, of Bozeman, was arraigned on May 22nd, accused of bank fraud, wire fraud, and making false statements to a lending institution. The FBI and IRS Criminal Investigation are pursuing the case, alleging Saunders engaged in a scheme to defraud financial institutions. A conviction on the most serious charge could land Saunders up to 30 years in prison, a $1 million fine, and five years of supervised release. Saunders, too, was released pending further proceedings.

The federal courts also saw grim proceedings in Great Falls. Matthew Martin Brockie, 41, of Harlem, pleaded not guilty on May 25th to abusive sexual contact of a child. This case, investigated by the FBI and Fort Belknap Law Enforcement, carries a potential life sentence, a $250,000 fine, and five years to life of supervised release if Brockie is convicted. He was detained immediately following the arraignment. Separately, Carlos Mauricio Manrique-Frias, 27, of Mexico, appeared on May 23rd facing charges of transportation of child pornography, possession of child pornography, and illegal entry into the United States. He faces a mandatory minimum of five to 20 years, a $250,000 fine, and five years to life of supervised release. Manrique-Frias was also detained.

Further arrests included Nicole Lynn Hicks, 36, a transient, who appeared in Great Falls on May 23rd facing charges of robbery, assault with intent to commit a felony, and intimidation. The FBI and Fort Belknap Law Enforcement investigated. A conviction could result in up to 15 years in prison, a $250,000 fine, and three years of supervised release. Hicks was also ordered detained. In Billings, Patrick Lee Tellez, 49, of Billings, was arraigned on May 25th for being a prohibited person in possession of a firearm and ammunition. The ATF and Montana Highway Patrol led the investigation. He faces a maximum of 15 years in prison, a $250,000 fine, and three years of supervised release, and was detained pending further proceedings.
