Kelly J. Rosemore, Child Enticement and Sex Abuse, Wisconsin 2025

In a shocking case of child sex abuse, Kelly J. Rosemore, a 43-year-old man from North Dakota, was sentenced to 30 years in federal prison for his crimes. Rosemore, who was required to register as a sex offender based on a prior felony sex offense against a minor from 2010, was found guilty of child enticement and committing a felony sex offense against a minor. He was sentenced by Senior United States District Judge William C. Griesbach on May 15, 2025.

The case began in late 2023 when Rosemore met a 14-year-old female from Wisconsin in an online platform. Over the course of several months, Rosemore groomed the child, sending her sexually explicit chats and photos. In March and April 2024, Rosemore traveled to the Green Bay area, rented hotel rooms, and subjected the child to violent sex acts. The child’s wrists were restrained, and she was blindfolded while Rosemore took sexually explicit pictures of her.

After the child reported the abuse to the Brown County Sheriff’s Office, an investigation was launched, with the assistance of the North Dakota Bureau of Criminal Investigation. Rosemore was arrested and extradited to Wisconsin, where he was held in continuous custody.

The sentencing hearing was a somber affair, with Judge Griesbach emphasizing that Rosemore had previously been convicted of similar crimes and had targeted a child, subjecting her to cruel and repeated sex abuse. The judge stated that a lengthy prison term was necessary to achieve just punishment, deterrence, and protect the public.

The investigation was led by the Brown County Sheriff’s Office Internet Crimes Against Children Task Force, with critical assistance from the North Dakota Bureau of Criminal Investigation. The case was prosecuted by Assistant United States Attorney Timothy Funnell.

Kelly J. Rosemore is currently serving a 30-year prison sentence, followed by life on supervised release, after pleading guilty to child enticement and committing a felony sex offense against a minor. His crimes were committed in Wisconsin, and the sentence was handed down on May 15, 2025.
