Five pounds of crystal death. Sixteen grand in cash. One man behind the wheel with a suspended license and a one-way ticket to federal prison. Kenneth Ryan Hartwell, 32, of Pottawattamie County, is now facing the consequences of what prosecutors call a clear intent to flood the streets of Council Bluffs with methamphetamine.
On April 24, 2019, U.S. Attorney Marc Krickbaum confirmed Hartwell was sentenced to 154 months in federal prison by Senior Judge James E. Gritzner. The charge: Possession with Intent to Distribute Methamphetamine. Following his release, Hartwell will serve five years under supervised release, a leash the government won’t hesitate to yank if he stumbles.
The bust went down in April 2018 when Council Bluffs Police responded to reports of vehicle burglaries. Officers spotted a car leaving the area — Hartwell behind the wheel, alone. With a suspended license already on record, cops had grounds to make the stop. When they told him to step out, they found marijuana and a digital scale tucked into the driver’s side door panel — a calling card for drug dealers.
That was just the appetizer. A deeper search of the vehicle turned up the main course: five pounds of methamphetamine stashed out of sight. Alongside it, $16,000 in cash — unmarked, unexplained, and unmistakably dirty. There was no personal use excuse that could survive that kind of weight and packaging.
The investigation was led by the Council Bluffs Police Department and Southwest Iowa Narcotics Enforcement, a joint force that’s spent years dismantling drug networks creeping into rural communities. The case was prosecuted by the U.S. Attorney’s Office for the Southern District of Iowa, which has prioritized high-impact drug trafficking prosecutions.
Hartwell’s name now joins the growing list of those who gambled with Iowa’s drug laws — and lost. The 154-month sentence sends a message: move meth in this state, and the feds will come calling with handcuffs and a docket number.
