Meth Kingpin Pleads Guilty in Sioux City

A notorious methamphetamine trafficker has pleaded guilty to conspiracy charges in federal court, marking a significant blow to the city’s notorious narcotics trade.

Hugo Arechiga Torres, 39, a Sioux City native with a lengthy rap sheet, admitted to conspiring to distribute at least 4.5 kilograms of methamphetamine in the area between December 2019 and August 2020.

According to court documents, Torres was involved in a massive trafficking operation that saw him and his associates distribute over 12 pounds of the highly addictive substance in two controlled operations in August 2020. The busts were facilitated by a confidential informant who posed as a buyer.

During Torres’ arrest, officers seized a staggering $754, including five pre-serialized $100 bills that were linked to a controlled methamphetamine purchase. The cash was reportedly part of a drug debt payment.

Torres’ guilty plea comes on the heels of three previous felony convictions in South Dakota, including a federal case in 2014. The defendant is now facing a mandatory minimum sentence of 25 years’ imprisonment, a possible maximum sentence of life imprisonment, and a $20,000,000 fine.

The case is being prosecuted by Assistant United States Attorney Shawn S. Wehde, with assistance from the Tri-State Drug Task Force. The task force consists of law enforcement personnel from the Drug Enforcement Administration, Sioux City Police Department, Homeland Security Investigations, and several other agencies.

Torres remains in custody pending sentencing, which will be set after a presentence report is prepared. The case serves as a stark reminder of the ongoing struggle to combat methamphetamine addiction and trafficking in the region.
