PHILADELPHIA, PA – Khalif Tuggle, 30, will spend the next 55 years of his life behind bars after being sentenced yesterday for the brutal carjacking and murder of Thomas Petersen in January of 2017. U.S. District Court Judge Michael M. Baylson delivered the sentence, a culmination of a years-long investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
The details of the crime are chilling. According to court documents, Tuggle approached Petersen, fired a single shot into his chest, then callously dragged the wounded man from his vehicle. He then threw Petersen onto the road, robbed him as he lay screaming in agony, and fled in the stolen car. Two Philadelphia Police Officers rushed Petersen to Temple University Hospital, but the 30-year-old victim succumbed to his injuries.
A grand jury indicted Tuggle on August 27, 2020, on charges of carjacking, use of a firearm in furtherance of a crime of violence, and murder in the course of using a firearm. The indictment detailed the complete scope of Tuggle’s depravity. He pleaded guilty to all three counts on April 18, 2022, finally admitting responsibility for the senseless act.
“The 55-year sentence handed down today will never bring back Thomas Peterson or heal the pain of losing him,” stated U.S. Attorney Jacqueline C. Romero. “However, it should warn other violent individuals that the federal system can and will be utilized to hold them accountable.” While the statement offers little comfort to the victim’s family, it underscores the federal government’s commitment to prosecuting violent crime.
The ATF’s Philadelphia Field Division spearheaded the investigation, working tirelessly to gather evidence and build a solid case against Tuggle. Assistant United States Attorneys Joseph LaBar and Michael Miller were responsible for the prosecution, presenting the evidence that ultimately led to the guilty plea and lengthy sentence.
This case serves as a stark reminder of the dangers faced by everyday citizens and the vital work of law enforcement in bringing violent offenders to justice. While 55 years won’t undo the tragedy, it removes a dangerous individual from the streets of Philadelphia and sends a message that such brutality will not be tolerated.
