LAREDO, Texas – A brazen cocaine trafficking operation funneling millions of dollars worth of the drug across the country has crumbled with guilty pleas from two key players. Luis Manuel Castillo Garcia, 51, an illegal alien, and Luis Alonzo Pena Jr., 30, of Laredo, admitted to conspiring to move massive quantities of cocaine from Laredo to destinations nationwide.
The case, delayed in publication due to the recent government shutdown, reveals a sophisticated network. According to U.S. Attorney Nicholas J. Ganjei, Garcia acted as the orchestrator, recruiting tractor-trailer drivers like Pena to haul the illicit cargo. In March, Garcia began enlisting drivers to transport cocaine stored at a local yard, offering a hefty $9,000 per trailer. The scheme quickly unraveled when authorities intercepted the first load on March 4 – a trailer concealing 23.5 kilograms of cocaine. A day later, a second trailer yielded an even larger haul of 26.5 kilograms.
Undercover surveillance continued, and on May 8, law enforcement witnessed Garcia meeting Pena at a Laredo location. Pena arrived in a red Chevrolet Silverado and accepted a duffle bag brimming with cocaine. A subsequent traffic stop confirmed the grim contents: 15 bundles of the drug, weighing a staggering 18.5 kilograms. This wasn’t a small-time operation; it was a full-scale assault on the nation’s borders and communities.
The cumulative seizure throughout the investigation exceeded 65 kilograms of cocaine, carrying an estimated street value of over $1 million. While the initial government shutdown stalled public disclosure, the evidence speaks for itself. Garcia, already facing deportation, further admitted to illegally reentering the United States after being previously removed – a charge that adds up to 20 years to his potential sentence.
Both men remain in custody pending sentencing before U.S. District Judge Diana Saldana. They each face the grim prospect of a life sentence in federal prison, alongside a maximum fine of $10 million. This case serves as a stark reminder of the relentless flow of narcotics across the border and the dedicated work of law enforcement to stem the tide.
The investigation was a collaborative effort led by the Drug Enforcement Administration, with crucial support from the Texas Department of Public Safety, Laredo Police Department, Border Patrol, and Immigration and Customs Enforcement – Enforcement and Removal Operations.
