NAUGATUCK, CT – Larry Hall, 49, known on the streets as “Chuito” and “Bobo,” is headed to federal prison for ten years after being sentenced for his role in a major heroin trafficking operation. U.S. District Judge Janet C. Hall handed down the 120-month sentence, followed by five years of supervised release, on Friday. The sentencing was conducted via videoconference due to ongoing pandemic restrictions.

The case stems from a joint investigation led by the DEA New Haven Task Force and local police departments in Waterbury and Naugatuck. The probe targeted a heroin and cocaine network run by Keith Jordan of Waterbury. Investigators utilized court-authorized wiretaps, surveillance, and controlled buys to uncover a sophisticated operation supplying narcotics throughout the region. Evidence revealed Jordan sourced large quantities of heroin from multiple suppliers, including Hall, and distributed it to both smaller dealers and end-users.

Court documents show Hall wasn’t just a supplier; he extended credit to other drug sellers, providing them with raw heroin to push on the streets. A March 2019 grand jury indictment charged Hall, Jordan, Pedro Santos, and 26 others with a range of drug offenses, including heroin, fentanyl, cocaine, and crack cocaine distribution. Hall and several codefendants were quickly taken into custody on March 20, 2019.

The arrests yielded a substantial haul of narcotics and cash: approximately 3,000 bags of heroin, 400 grams of cocaine, 350 grams of a fentanyl/heroin mix, 400 grams of heroin, 10 grams of crack, 20 pounds of marijuana, fentanyl patches, a kilogram press, four handguns, and a staggering $120,000 in U.S. currency. A search of Hall’s residence uncovered roughly $30,000 of that cash.

Hall pleaded guilty on November 4, 2019, to one count of conspiracy to distribute, and possession with intent to distribute, one kilogram or more of heroin. His co-defendants, Pedro Santos, already received a 66-month sentence on September 18, 2020, while Keith Jordan is still awaiting his fate. The U.S. Secret Service, New York Field Office, played a critical role in the investigation, alongside the U.S. Marshals Service, IRS-Criminal Investigation, and numerous local police departments.

The prosecution, handled by Assistant U.S. Attorneys S. Dave Vatti and Nathaniel J. Gentile, was conducted through the Organized Crime Drug Enforcement Task Forces (OCDETF) Program, a federal initiative dedicated to dismantling drug trafficking organizations. The OCDETF program focuses on intelligence-driven, prosecutor-led strategies to disrupt and dismantle criminal networks. Hall has been detained since his arrest and will now begin serving his decade-long sentence.
