Attorney General Jeff Landry announced the arrest on multiple charges including 201 counts of felony theft and 2 counts of identity theft, exposing a brazen betrayal of a system meant to protect educators in their retirement.

Joseph is accused of forging his father’s signature on survivor benefit checks between 1999 and 2016. His father, Lester Joseph Sr., had been named the beneficiary of his wife Ms. Ruby Joseph’s pension after her 1997 death. Joseph Sr. began receiving benefits in January 1998 but died just ten months later in October of that year. Despite his passing, checks continued to be issued in his name — and Joseph II allegedly cashed them without reporting the death.

The scam went undetected for nearly two decades. During that time, the Louisiana TRSL sent out payments to a deceased man, unaware they were being collected by his son. The total amount fraudulently obtained: $462,423. Each theft charge corresponds to a stolen sum between $750 and $5,000, stacking up into a financial crime that gutted public trust and drained taxpayer-funded benefits.

Attorney General Jeff Landry made the arrest a top priority, calling the crime “despicable” and a direct attack on Louisiana’s educators. “As the son, brother, and nephew of teachers — I know firsthand the sacrifices our educators make for their students,” Landry said. “It is absolutely despicable for someone to take advantage of a program designed to reward teachers for their hard work and service.”

Joseph now faces severe penalties if convicted, with each count of felony theft carrying potential prison time and steep fines. The two counts of identity theft add further exposure, reflecting the deliberate use of his father’s personal information to perpetrate the fraud.
