Dr. Domenick Braccia, 57, of Perkasie, PA, pleaded guilty to conspiracy to commit health care fraud, admitting his role in a sprawling insurance scam that preyed on vulnerable patients at Liberation Way, a network of addiction treatment centers across Pennsylvania. The guilty plea, entered before Judge Wendy Beetlestone in Philadelphia, marks a key conviction in a case that exposed systemic fraud, sham medical oversight, and the exploitation of the opioid crisis for profit.
Braccia served as Medical Director at Liberation Way, the sole physician overseeing medical operations at all three of its facilities in Yardley, Bala Cynwyd, and Fort Washington. Despite billing insurers for comprehensive medical supervision, Braccia never set foot in one of the centers and failed to provide the care he was paid to deliver. Instead, he signed blank prescription forms, approved medically unnecessary urine tests for patients he never examined, and rubber-stamped treatment plans without patient contact—actions that directly defrauded insurance companies out of millions.
The scheme, uncovered through joint federal and state investigations, revealed that Braccia lent his credentials to an elaborate fraud operation that included kickbacks with Florida-based labs processing thousands of unnecessary drug tests. These tests were not only fraudulent but endangered patients who received cookie-cutter treatment—or no real treatment at all—while Liberation Way’s executives and co-conspirators pocketed millions in illicit gains.
In March 2019, the DOJ and Pennsylvania Attorney General’s Office indicted eleven individuals and nine businesses tied to Liberation Way on charges ranging from health care fraud to money laundering. Braccia’s cooperation and guilty plea are part of a broader takedown targeting a criminal enterprise that used the cover of addiction medicine to run a billing mill disguised as a recovery center.
‘This doctor was responsible for overseeing the medical care of people suffering from opioid addiction, and instead he conspired to commit fraud by signing blank prescription forms and attesting to treatment for patients he did not see,’ said Pennsylvania Attorney General Josh Shapiro. ‘He did these acts to help perpetrate a massive insurance fraud that lined the pockets of Liberation Way’s founders and co-conspirators with millions of dollars.’
Law enforcement officials, including the FBI and U.S. Office of Personnel Management’s Office of Inspector General, emphasized that the case reflects an ongoing crackdown on health care fraud exploiting federal programs like the Federal Employees Health Benefits Program. ‘Dr. Braccia abrogated his professional ethics and responsibilities in order to line his pockets and is now being held accountable for his actions,’ said FBI Philadelphia Special Agent in Charge Michael T. Harpster. Sentencing for Braccia is pending.
