The indictment, filed in May 2022 following his initial arrest in March, detailed three counts of using and one count of possessing the fraudulently obtained green card. The lies weren’t just omissions; they were a calculated effort to bury a bloody past.

The courtroom became a chilling echo of Liberia’s Second Civil War as nine witnesses testified to Camara’s reign of terror as a leader within the Liberians United for Reconciliation and Democracy (LURD) rebel group. One farmer from Lofa County described a scene of cold-blooded execution: “K-1 and his boys surrounded the town… those who refused to be arrested, those who resisted, they were killed.” Another witness recounted the horrific murder of a pregnant woman and her 13-year-old son, carried out at close range by Camara himself after the woman protested the forced conscription of her child.

The brutality didn’t stop there. Witnesses detailed Camara’s forces firing upon civilians attempting to access food, and his direct order to shell central Monrovia – a strike that tragically hit the U.S. Embassy compound, killing a Liberian security guard and other innocent bystanders. Camara’s methods were designed to instill fear: mutilation, humiliation, and a complete disregard for human life. One witness described Camara tying a man’s hands behind his back and severing his ear simply for resisting.

“The defendant was a notorious LURD commander, brutal even by the standards of the Second Liberian Civil War, and he lied about his past to build a new life in the United States,” stated U.S. Attorney Metcalf. “Today’s sentence holds him responsible for his immigration fraud and officially ends his efforts to avoid accountability for his horrific crimes.” Edward V. Owens, Special Agent in Charge of HSI Philadelphia, echoed the sentiment, emphasizing that the U.S. will not become a safe haven for those attempting to conceal human rights violations.

The investigation, conducted by HSI Philadelphia with support from the Pennsylvania Office of Attorney General, the U.S. Department of State’s Diplomatic Security Service, and the Human Rights Violators and War Crimes Center (HRVWCC), sends a clear message. While Camara’s physical crimes may have occurred on foreign soil, his attempt to defraud the United States to escape accountability has been met with swift and decisive justice. The HRVWCC will continue to pursue those who seek to hide their past atrocities behind a veil of false identities.
