PORTLAND, Ore. – In a gritty turn of events, Lucy Caroline Shepherd, 28, from Portland, made her initial appearance in federal court today after being charged with assaulting a federal law enforcement officer near the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.
The incident unfolded on October 31, 2025, when federal officers were posted outside the ICE facility to facilitate vehicle exit. Shepherd reportedly struck an officer’s arm during the encounter, leading to her arrest.
According to court documents, Shepherd has been charged by criminal complaint with the serious felony offense of assaulting a federal officer. This charge comes amidst a backdrop of rising tensions near ICE facilities, with the United States Attorney’s Office having charged 38 defendants with federal crimes since June 13, 2025, including assaults on federal officers, failure to comply, and depredation of government property.
During today’s court appearance before a U.S. Magistrate Judge, Shepherd was released on conditions pending further proceedings. The felony charge she faces carries a potential punishment of up to eight years in federal prison.
