Iowa City Man Sentenced to 25 Years for Heroin Distribution
Davenport, Iowa – Lugene Shipp, 43, was sentenced to 25 years in federal prison for his role in a heroin distribution conspiracy that led to a fatal overdose.
According to court documents, on January 23, 2021, Shipp and his co-defendant Dione Dante Mobley, 43, were arrested by Iowa City Police after a suspected overdose at a residence. The investigation revealed a conspiracy to distribute heroin, resulting in the death of an individual.
Shipp was found guilty of Conspiracy to Distribute a Mixture and Substance Containing a Detectable Amount of Heroin Resulting in Death and Distribution of a Mixture and Substance Containing a Detectable Amount of Heroin Resulting in Death. His co-defendant, Mobley, is set to be sentenced on April 23, 2024.
The case was investigated by the Iowa City Police, the University of Iowa Police, and the Johnson County Drug Taskforce. United States Attorney Richard D. Westphal announced the sentencing.
Following his 25-year prison term, Shipp will be required to serve an additional 5 years of supervised release. There is no parole in the federal system.
