Luis Cruz-Ramos, 30, of Puerto Rico, is headed to federal prison for more than 21 years after assaulting two U.S. Marshals and brandishing a loaded firearm during a violent confrontation in Ohio. The assault occurred April 1 when federal agents moved to apprehend him on an outstanding warrant—only to be met with force and gunfire.
Cruz-Ramos pleaded guilty earlier this year to three federal charges: assaulting federal officers, brandishing a firearm in furtherance of a crime of violence, and failing to register as a sex offender. The charges stem from both the violent encounter and his failure to comply with federal sex offender registration laws after traveling from Puerto Rico to Ohio between 2013 and 2016.
On the day of the arrest attempt, two special deputy U.S. Marshals approached Cruz-Ramos at a location in Ohio. Instead of surrendering, he turned violent and drew a firearm, forcing agents to engage in a physical and tactical confrontation to subdue him. No officers were seriously injured, but the incident triggered a multi-agency response and immediate federal charges.
Court documents reveal Cruz-Ramos had been a fugitive at the time of the assault, wanted for failing to comply with the Sex Offender Registration and Notification Act (SORNA). His failure to register followed a prior conviction that required him to update his status across state lines—a requirement he ignored for nearly three years.
The case was investigated by a joint task force including the U.S. Marshals Service, FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Ohio State Highway Patrol. The collaboration underscores the severity of assaulting federal law enforcement, particularly when firearms and fugitive status are involved.
Assistant U.S. Attorney David M. Toepfer prosecuted the case, pushing for a stiff sentence given the danger Cruz-Ramos posed to officers and the public. The 259-month sentence reflects federal sentencing guidelines for violent offenses against law enforcement and repeated violations of court-ordered registration requirements.
