John Ladd, 73, of Lynn, Massachusetts, stole $79,958 in veteran benefits meant for a deceased neighbor, cashing 70 forged checks in a scheme that went undetected for years. The theft came to light only after federal investigators uncovered the fraud tied to benefits that should have stopped the day his neighbor died.
Ladd was sentenced today in U.S. District Court in Boston by Judge Douglas P. Woodlock to one year of probation, with the first six months to be served in home confinement. He was also ordered to pay full restitution—$79,958—to the U.S. Department of Veterans Affairs, the agency that unknowingly kept depositing monthly benefits into the dead woman’s account.
The scheme began in 2009, when Ladd’s neighbor, a military veteran, passed away. Despite her death, the Department of Veterans Affairs was never formally notified, allowing her benefits to continue flowing into her bank account. Ladd, who had previously helped her with finances, used that access to write checks to himself—70 in total—each bearing a forged signature. He then deposited the stolen funds into his personal accounts.
Ladd pleaded guilty in August 2016 to one count of theft of public money, admitting he had no legal right to the funds. The checks, often for several hundred to over a thousand dollars, were methodically written over a span of years, illustrating a cold, calculated betrayal of trust and exploitation of a broken reporting system.
“This was not a crime of desperation—it was a deliberate, ongoing theft from a fallen veteran and from American taxpayers,” said United States Attorney Carmen M. Ortiz during a press briefing. “Ladd took advantage of a system gap and a neighbor’s trust. That ends today.”
Donna Neves, Special Agent in Charge of the Department of Veterans Affairs, Office of the Inspector General, Northeast Field Office, emphasized the importance of timely death reporting to prevent similar fraud. The case was prosecuted by Special Assistant U.S. Attorney Timothy Landry of Ortiz’s Major Crimes Unit, marking another enforcement action in the DOJ’s crackdown on stolen veteran benefits.
