⏱ 2 min read

A 34-year-old Rehoboth, Massachusetts man, Richard Lallier, has been charged federally for attempting to entice a person he believed to be a 15-year-old female to engage in sexual activity and travelling to Rhode Island to meet her on June 16, 2026. Lallier allegedly sent sexually explicit messages and videos of his genitalia to the undercover RISP Detective. The operation, conducted by the Rhode Island State Police and the Federal Bureau of Investigation, aimed to identify and hold offenders accountable for child exploitation.

The charges against Lallier include attempted enticement of a minor to engage in sexual activity, attempted interstate travel for illicit sexual conduct with a minor, and attempted transmission of obscene material to a minor. He was ordered detained at his initial appearance in U.S. District Court on June 18, 2026.

First Assistant United States Attorney Charles C. Calenda stated that the responsibility for child exploitation rests solely with the offender, and law enforcement partners remain committed to identifying and protecting children from such crimes.

The FBI and RISP collaborated on Operation Red Card, a multi-agency human trafficking and child exploitation enforcement initiative, to take down offenders like Lallier. The operation highlights the dedication of law enforcement to combating child exploitation and holding offenders accountable.
