BOSTON – Angel Manuel German Familia, 38, a Dominican national who previously lived in North Andover, has been arrested and charged with misusing a Social Security number.
According to federal officials, Familia fraudulently applied to renew a driver’s license at the Massachusetts Registry of Motor Vehicles using the name, date of birth and Social Security number of a U.S. citizen in 2016. He allegedly also applied for MassHealth benefits and opened bank accounts in the victim’s name, using the stolen identity since as early as 2009.
Investigations revealed that Familia submitted a Social Security card and birth certificate in the victim’s name in a previous RMV application. The U.S. government has charged Familia with one count of false representation of a Social Security number and one count of aggravated identity theft.
The charge of false representation of a Social Security number carries a potential sentence of up to five years in prison, three years of supervised release, and a fine of $250,000. The charge of aggravated identity theft provides for a mandatory sentence of at least two years in prison to be served consecutively to any other sentence imposed, up to one year of supervised release and a fine of $250,000.
Acting United States Attorney Nathaniel R. Mendell praised the work of the investigators involved in the case, including Homeland Security’s Investigation’s Document and Benefit Fraud Task Force, the Massachusetts State Police, U.S. Department of State’s Diplomatic Security Service, U.S. Health and Human Services, Office of Inspector General, and the North Andover Police Department.
Familia is being held pending a detention hearing after his initial appearance before Chief U.S. Magistrate Judge M. Page Kelley. Assistant U.S. Attorney Fred M. Wyshak III is prosecuting the case.
Familia is presumed innocent until proven guilty beyond a reasonable doubt in a court of law. The details contained in the charging documents are allegations.
