Three men, leaders of a Maryland-based marijuana ring, have been sentenced for their roles in conspiring to distribute over 1,500 pounds of marijuana and laundering over $1 million.
Billymir Mancilla-Brevichet, 28, of Oakland, California, was sentenced to 90 months in prison for conspiring to distribute more than 700 kilograms of marijuana and conspiring to commit money laundering. Chief Judge Deborah K. Chasanow also ordered Mancilla to forfeit $278,618 seized from May to October, 2012.
Mancilla’s co-conspirators, Chamron Thach, 30, of Silver Spring, Maryland, and Carlos Salvador Escobar, 30, of Arlington, Virginia, were sentenced to eight years and three years in prison, respectively, for their participation in the drug and money laundering conspiracies.
According to court documents, from March 2011 to December 2012, Mancilla acquired large amounts of high-quality marijuana from suppliers in California and elsewhere, and arranged for the transport of the marijuana by plane, car and mail to co-conspirators in Montgomery County, Maryland, including Thach. Mancilla charged between $3,000 and $4,000 per pound of marijuana.
The money laundering conspiracy involved at least $1 million, with Mancilla arranging for drug customers to deposit cash payments in amounts less than $10,000 into bank accounts that he controlled. Thach and Escobar also participated in structuring financial transactions to evade requirements that banks must report transactions over $10,000 to the IRS.
United States Attorney Rod J. Rosenstein commended HSI Baltimore and Montgomery County Police Department for their work in the investigation. ‘This case underscores the teamwork between HSI and the Montgomery County Police Department in dismantling a drug trafficking and money laundering organization,’ said William Winter, HSI special agent in charge in Baltimore.
The sentences were announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge William Winter of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI); and Chief J. Thomas Manger of the Montgomery County Police Department.
