A shocking case of Medicaid fraud has been uncovered in Delaware County, Pennsylvania, with three residents charged in a scheme that bilked the state’s Medical Assistance program out of over $320,000.
According to the Pennsylvania Attorney General’s office, Tina Artis-Watson and her husband, Robert Watson, along with Tina’s mother, Sylvia Meadearis, were involved in the fraudulent scheme. The trio reported providing 20 hours per day of direct care services to Meadearis, but surveillance revealed that these services were not actually provided.
Between February 2015 and August 2019, Tina Artis-Watson and Robert Watson billed the Medical Assistance program for 21,217 hours of service, totaling $326,547. However, it was discovered that Robert Watson was working as a toll collector for the Pennsylvania Turnpike Commission during times he reported providing services to Meadearis.
Pennsylvania Attorney General Josh Shapiro announced the arrests, stating that "home care work is a necessary and life-sustaining service for Pennsylvanians of all ages… I will not allow a few bad actors to undermine the value that this program brings to individuals across the Commonwealth."
The case is being prosecuted in Dauphin County by Senior Deputy Attorney General Elizabeth M. Madigan, with Special Agent Courtney O’Brien leading the investigation. The U.S. Attorney’s Office for the Eastern District of Pennsylvania and the Bureau of Alcohol, Tobacco, and Firearms also assisted in the investigation.
The charges against the three Delaware County residents are a stark reminder of the need for vigilance in preventing Medicaid fraud. As Attorney General Shapiro noted, the value of the Medical Assistance program depends on the integrity of its participants.
