BOSTON – The grim tale of Roberto Melo Guerrero, a Dominican national, reached its conclusion today as he was sentenced to 18 months in prison for his fraudulent use of an American’s identity. Guerrero, aged 39 and once based in Lawrence, was meted out justice by U.S. District Court Judge Denise J. Casper. The sentence includes one year of supervised release after his prison term. Melo Guerrero must also pay restitution of $18,505 to MassHealth and forfeit the same amount, marking a costly loss for the healthcare provider.
Guerrero’s deceptions have spanned at least 15 years. He assumed the identity of a U.S. citizen to secure a Massachusetts driver’s license and to apply for MassHealth benefits, which he fraudulently received totaling $18,505. His deceit extended beyond health care as he was arrested multiple times on drug trafficking charges under this stolen identity. The justice system has finally caught up with him.
The investigation was a collaborative effort by Homeland Security Investigations’ Document and Benefit Fraud Task Force (DBFTF), an elite group dedicated to dismantling document, identity, and benefit fraud operations. United States Attorney Andrew E. Lelling and Michael Shea, Acting Special Agent in Charge of Homeland Security Investigations in Boston, announced the sentencing. A host of agencies contributed to the investigation, including the U.S. Department of State, Diplomatic Security Service; Social Security Administration; U.S. Postal Inspection Service; and U.S. Citizenship and Immigration Services.
Melo Guerrero’s sentence is not only a punishment but also an opportunity for retribution for MassHealth, which must now recoup its substantial loss. Assistant U.S. Attorney Bill Abely, Deputy Chief of Lelling’s Major Crimes Unit, was the lead prosecutor in this case. The sentencing concludes a saga that has cost the United States citizen whose identity was stolen and has tarnished the image of integrity within our healthcare system.
Upon completion of his sentence, Melo Guerrero will face deportation proceedings, ensuring he can no longer prey on American citizens or benefit from the systems designed to protect them. The justice served today is a stark reminder that such crimes are not without consequences.
