KANSAS CITY, MO – A late-night joyride turned into a federal indictment for Melvin L. Carter, 48, of Kansas City, Missouri. Carter now faces serious charges after a violent ATV accident in Independence, Missouri, exposed a significant quantity of methamphetamine and an illegally possessed handgun.
According to court documents, Independence Police responded to a 911 call on October 14, 2022, regarding an ATV crash on S. Overton Avenue. First responders from the Independence Fire Department arrived to find Carter ejected from the vehicle after it flipped while turning. Crucially, the fire department informed officers that Carter had been armed with a firearm at the scene, a Keltec 9mm pistol they secured before police arrived. Paramedics were already treating Carter for head injuries when officers secured the scene.
The search didn’t stop at the overturned ATV. A thorough check of Carter’s jacket revealed a plastic baggie containing approximately 105 grams of methamphetamine – enough to constitute a substantial trafficking charge. The subsequent investigation by the Independence Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) led to a three-count federal indictment handed down by a grand jury earlier this week.
Carter is now charged with one count of possessing methamphetamine with the intent to distribute, one count of possessing a firearm in furtherance of a drug-trafficking crime, and one count of being a felon in possession of a firearm. This last charge carries significant weight given Carter’s extensive criminal history, which includes prior felony convictions for robbery, possession of a controlled substance, sale of a controlled substance, trafficking, and resisting arrest. Federal law prohibits convicted felons from possessing firearms or ammunition.
Assistant U.S. Attorney Jeffrey Q. McCarther is prosecuting the case. While the indictment represents a major step forward, it’s vital to remember these are accusations. The burden of proof rests with the prosecution, and Carter is presumed innocent until proven guilty in a federal court of law. This case falls under the umbrella of Project Safe Neighborhoods (PSN), a Department of Justice initiative aimed at reducing violent crime and gun violence by fostering collaboration between law enforcement and communities.
