A massive methamphetamine distribution ring was busted in Western Virginia and Eastern Tennessee, with eight individuals arrested for distributing over 250 pounds of the deadly drug. The suspects, including an illegal alien, were taken into custody after a multi-agency investigation that began in October 2024. The investigation, which involved the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Homeland Security Investigations, and several local law enforcement agencies, uncovered a complex web of drug trafficking and firearm-related offenses in and around Scott County, Virginia, Washington County, Virginia, Hawkins County, Tennessee, and Washington County, Tennessee.

The arrested individuals, including Israel Barajas-Ramirez, 37, Emily Katlyn Vaughn, 26, Christy Marie Thomas, 43, Benny Charles Larkins, 61, Shannon Dwayne Jarvis, 50, Marcy Lee Hedrick, 55, Tiffany Michelle Shipley, 34, and Andrew Todd Douglas, 50, are facing federal charges for conspiring to distribute and possess with the intent to distribute methamphetamine. The investigation found that the conspirators had been distributing hundreds of pounds of methamphetamine into Western Virginia and Eastern Tennessee, with some conspirators also illegally possessing firearms.

The arrests are a significant blow to the methamphetamine trade in the region, which has been plagued by the highly addictive and destructive drug. The investigation is ongoing, and more arrests are possible as authorities continue to dismantle the methamphetamine distribution network.

The case is being prosecuted by the United States Attorney’s Office for the Western District of Virginia, with assistance from the First Assistant United States Attorney Robert N. Tracci and Special Agent in Charge Anthony Spotswood of the Bureau of Alcohol, Tobacco, Firearms, and Explosives.
