McALLEN, Texas — A 27-year-old Mexican citizen living in Donna, Texas, is behind bars on federal child pornography charges after authorities say he downloaded and possessed hundreds of illicit images and videos over several years. Angel DeJesus Torres was arrested at his residence late Tuesday night following a targeted investigation by federal law enforcement.
The criminal complaint, filed in the Southern District of Texas, accuses Torres of using peer-to-peer file-sharing software to receive and distribute child sexual abuse material. Agents say they traced illicit activity to an IP address linked to Torres’s home, where a search warrant yielded two cell phones believed to contain graphic child pornography.
Forensic analysis allegedly uncovered multiple image and video files depicting the sexual abuse of minors on at least one of the seized devices. Investigators say the material was not incidental—Torres is accused of systematically collecting and storing child pornography, with evidence suggesting the behavior spanned multiple years.
Torres is scheduled to appear before U.S. Magistrate Judge Scott Hacker at 10:30 a.m. today in McAllen. He faces one count of receipt of child pornography, a charge that carries a mandatory minimum of five years in federal prison and a potential fine if convicted.
The case was investigated by Homeland Security Investigations (HSI) as part of the Rio Grande Valley Child Exploitation Investigations Task Force. Prosecution is being handled by Assistant U.S. Attorneys Steven Belt and Andrew Henning under Project Safe Childhood, a Justice Department initiative launched in 2006 to combat the proliferation of online child exploitation.
A criminal complaint is not evidence of guilt. Angel DeJesus Torres is presumed innocent unless proven guilty in a court of law. This case highlights the ongoing federal crackdown on digital child sexual abuse material, particularly in border communities where transnational elements complicate investigations.
