A Westbrook man has been sentenced to federal prison for distributing cocaine and cocaine base. Francis Mezan, 35, was sentenced to 27 months in prison followed by three years of supervised release.
According to court records, Mezan pleaded guilty on April 8, 2025, to the charges. U.S. District Judge Nancy Torresen handed down the sentence in U.S. District Court in Portland.
The case against Mezan began with a cooperating source working with law enforcement, who purchased cocaine and cocaine base from Mezan on three separate occasions. These purchases took place between July 18, 2024, and September 5, 2024, and were recorded and monitored by investigators.
The FBI led the investigation into Mezan’s activities, with assistance from the Maine Drug Enforcement Agency and the Portland Police Department. The prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation, which aims to identify, disrupt, and dismantle high-level drug traffickers and criminal organizations.
The OCDETF approach uses a prosecutor-led, intelligence-driven, multi-agency approach to leverage the strengths of federal, state, and local law enforcement agencies against criminal networks. This case is a prime example of the effectiveness of this approach in bringing drug traffickers to justice.
