KANSAS CITY, Mo. — Michael A. Green, 50, stands accused of running a paper mill of lies disguised as a second-chance employer. A federal grand jury indicted the Kansas City man Wednesday, Nov. 17, on five counts tied to a scheme that preyed on ex-convicts desperate to stay out of prison.
Green allegedly operated Kansas City Community Source, Inc., a non-profit claiming to hire convicted felons transitioning from incarceration. But the jobs were ghosts. The paystubs? Forged. The employment verification calls from probation officers? Answered with cold deceit. Green told officers the supervisees were working — when in reality, no such jobs existed.
Instead, Green charged individuals under federal supervision for fake documentation: paystubs, employment records, even verbal confirmations to probation authorities. For a fee, he’d keep the illusion alive — letting felons report false employment to meet court-ordered obligations, risking the justice system’s integrity for profit.
The indictment doesn’t stop at job fraud. Green also allegedly sold fraudulent state driver’s licenses and other identification documents. These weren’t just administrative lies — they were tools of deception, peddled to those trying to vanish or reinvent themselves under the radar of law enforcement.
He now faces three counts of making false statements to probation officers, each tied to separate individuals. One count charges him with transferring a false identification document; another accuses him of providing false documents directly to a probation officer. Each count exposes a deeper rot in a system built on accountability.
The charges are accusations only — no conviction yet. But the evidence will soon face a federal jury, tasked with untangling the truth from Green’s alleged fiction. Assistant U.S. Attorney Matthew Blackwood is prosecuting. The case was investigated by IRS-Criminal Investigation and the Kansas City, Mo., Police Department.
