Michael H. Boatright, Conspiracy to Commit Mail, Wire, and Bank Fraud, Georgia 2022

STATESBORO, GA – A self-proclaimed “modern-day Bonnie and Clyde” duo is facing the music after admitting to a brazen mail fraud scheme that stretched across three states and bilked victims out of nearly $1.5 million. Michael H. Boatright, 33, of Chesterfield, S.C., and Stephanie Michelle Lea Napier, 29, also of Chesterfield, exploited the vulnerability of everyday mail to fuel their criminal enterprise.

Boatright pleaded guilty to Conspiracy to Commit Mail, Wire, and Bank Fraud, while Napier previously admitted guilt to Conspiracy to Commit Wire Fraud. Both now await sentencing for their roles in the elaborate operation, which ran from November 2020 to June 2021. The pair systematically targeted mailboxes in Georgia, South Carolina, and Florida, stealing personal identifying information to unlock access to victims’ bank accounts.

“These thefts weren’t just a matter of swiping letters from private citizens’ rural mailboxes,” stated U.S. Attorney David H. Estes. “Boatright and Napier took their crimes several steps further by using that mail to steal sensitive information and individuals’ identities.” The scale of the fraud is staggering, with actual and attempted financial losses totaling nearly $1.5 million, impacting residents of Statesboro and beyond.

The “Modern Day Bonnie and Clyde,” as they referred to themselves, weren’t petty thieves. They weren’t looking for quick cash; they were after a substantial haul. The investigation, spearheaded by the U.S. Postal Inspection Service and the U.S. Secret Service, revealed a sophisticated operation built on stolen identities and exploited trust. They didn’t just steal mail – they weaponized it.

“The United States Postal Inspection Service mission is to defend the mail system from criminal misuse,” said Juan A. Vargas, Acting Inspector in Charge of the Miami Division. “Postal Inspectors and our law enforcement partners will continue to be vigilant investigating and pursuing mail thieves.” Craig Reno, U.S. Secret Service Resident Agent in Charge, added, “Even the most cunning criminals can’t elude the team effort of the federal, state and local law enforcement agencies tasked with pursuing them.”

The case was a collaborative effort involving the Jacksonville, Fla. and Savannah, Ga. offices of the U.S. Postal Inspection Service, the U.S. Secret Service, and local law enforcement from the Jacksonville Sheriff’s Office, the Bulloch County Sheriff’s Office, and the Statesboro Police Department. Assistant U.S. Attorney Jonathan A. Porter is prosecuting the case for the United States. While the duo reveled in their outlaw moniker, their reign of financial terror is now over, and they will soon learn the true cost of their crimes.
