Glenn Duffie Shriver, a 28-year-old man from Detroit, Michigan, has pleaded guilty to conspiring to provide national defense information to intelligence officers of the People’s Republic of China (PRC).
Shriver was charged with conspiracy to communicate national defense information to a person not entitled to receive it, and faces a prison sentence of 48 months, as per a plea agreement between the defense and government.
According to Assistant Attorney General David Kris, Shriver attempted to gain access to classified U.S. national defense information by securing a position within the U.S. government under false pretenses, with the ultimate goal of providing that information to intelligence officers of the PRC.
“Mr. Shriver betrayed his country and took repeated steps toward spying for another government,” said U.S. Attorney Neil H. MacBride. “We remain vigilant against threats to our national security and will do everything in our power to find and punish those who seek to betray our country.”
Shriver, who is proficient in Mandarin Chinese, lived in the PRC both as an undergraduate student and after graduation, and developed a relationship with three individuals whom he came to learn were PRC intelligence officers. He agreed to return to the United States and apply for positions in U.S. intelligence agencies or law enforcement organizations.
Shriver admitted to receiving over $70,000 in cash payments from the PRC intelligence officers for his “friendship,” and made false statements on the CIA questionnaire required for employment, stating that he had not had any contact with a foreign government or its representative during the last seven years.
Shriver is scheduled to be sentenced on January 21, 2011, and faces a prison sentence of 48 months. The FBI Washington Field Office praised Shriver’s diligence in detecting and neutralizing the defendant’s scheme.
