Harrison James Miller, Child Sex Exploitation, Maryland 2024

Harrison James Miller, a 32-year-old registered sex offender from Hagerstown, Maryland, has been sentenced to 37 years in federal prison for sexually exploiting two children. The U.S. District Court Judge Brendan A. Hurson also ordered Miller to serve lifetime supervised release following his prison term.

Miller had previously pled guilty to two counts of sexual exploitation of a child and commissioning a felony crime involving a minor by a registered sex offender. According to authorities, he sexually abused the children, aged 4 and 5, over several months and took explicit images of them, which he stored on his cell phone.

The investigation was a collaborative effort between the FBI, Washington County State’s Attorney’s Office, and the Hagerstown Police Department. Assistant U.S. Attorney Colleen Elizabeth McGuinn prosecuted the case on behalf of the federal government.

Miller’s conviction stems from a previous offense in Pennsylvania involving an 8-year-old child. Upon his release from prison in August 2022, he moved to Maryland but failed to register as a sex offender. It was this non-compliance that allowed Miller to access and abuse the children.

This case is part of Project Safe Childhood, a nationwide initiative by the Department of Justice aimed at combating child sexual exploitation and abuse. U.S. Attorney Kelly O. Hayes commended all involved agencies for their dedication to justice.
