Former Milwaukee Cop Gets 24 Years for Rape

A former Milwaukee police officer was sentenced to 24 years in prison for raping a woman who called 911 for help, authorities said.

Ladmarald Cates, 47, was found guilty of a civil rights charge stemming from the July 16, 2010, attack on the Milwaukee woman.

The evidence at trial established that Cates used coercion and intimidation to force the victim to commit sexual acts before forcibly raping her, said Assistant Attorney General Thomas E. Perez.

“This officer committed a heinous act by raping a woman who called on the police because she needed help,” Perez said. “His outrageous conduct requires the significant prison sentence delivered by the court today.”

The Justice Department remains committed to aggressively prosecuting officers who use their authority to violate civil rights, Perez added.

“The 24-year term of imprisonment imposed upon this defendant reflects both the flagrant violation of the fundamental civil rights of a member of our community and the unconscionable conduct of a law enforcement officer sworn to protect our citizens,” said U.S. Attorney James L. Santelle.

Cates was fired from the Milwaukee Police Department after an internal investigation, and the department cooperated with the FBI in the investigation, which was prosecuted by Assistant U.S. Attorney Mel. S. Johnson and Criminal Section Trial Attorney Saeed A. Mody.

The case serves as a warning that horrific behaviors of this sort will result in prompt investigation, focused prosecution, and prolonged incarceration, Santelle warned.

The Milwaukee Police Department’s cooperation and support in the investigation were crucial in bringing Cates to justice, authorities said.
