A 25-year-old Mission, South Dakota, man has been charged with a serious crime. Eugene Featherman has been indicted by a federal grand jury for Failure to Register as a Sex Offender.
According to the indictment, Featherman knowingly failed to register and update his registration between June 13, 2013, and September 17, 2013. As a convicted sex offender, Featherman is required to register under the Sex Offender Registration and Notification Act.
The maximum penalty upon conviction is up to 10 years in custody and/or a $250,000 fine. Additionally, Featherman may face a term of supervised release of at least 5 years up to life, and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.
Featherman appeared before U.S. Magistrate Judge Mark A. Moreno on December 24, 2013, and pled not guilty to the Indictment. The investigation is being conducted by the U.S. Marshals Service, and Assistant U.S. Attorney Marie H. Ruettgers is prosecuting the case.
Featherman was remanded to the custody of the U.S. Marshals Service pending trial. A trial date has not been set.
The charge is merely an accusation, and Featherman is presumed innocent until and unless proven guilty. The case highlights the importance of sex offender registration and the severe consequences of failing to comply.
