SYRACUSE, NEW YORK – Keith M. Moses, 31, of Paterson, New Jersey, has confessed to flooding the streets of Plattsburgh, New York, with heroin. Moses pled guilty today to one count of conspiring to distribute 100 grams or more of the deadly opioid, a charge that carries a hefty prison sentence.
The bust was the result of a joint operation spearheaded by the U.S. Drug Enforcement Administration (DEA), the United States Postal Inspection Service (USPIS), and the Plattsburgh City Police. According to court documents, Moses wasn’t dealing in small amounts; between December 1, 2017, and September 5, 2018, he funneled approximately 455 grams of heroin into the Plattsburgh area, turning a tidy profit at the expense of the community’s well-being.
The feds say Moses operated a sophisticated distribution network, primarily utilizing the U.S. Mail. He allegedly sent roughly 65 packages, each averaging 4.6 grams of heroin, from New Jersey to a co-conspirator in Plattsburgh. But the mail wasn’t his only avenue. Investigators also uncovered evidence of at least three direct deliveries of larger quantities – averaging 23 grams per trip – to a contact in Ulster County, New York. Furthermore, the co-conspirator made approximately 20 trips to New Jersey to collect heroin directly from Moses, typically receiving 4.6 grams per visit.
The operation wasn’t a one-way street. The Plattsburgh co-conspirator distributed the heroin throughout the region, and a portion of the proceeds flowed back to Moses, completing the criminal cycle. Law enforcement officials are likely still investigating the full scope of the distribution network and identifying other individuals involved.
Moses now faces a minimum of 5 years and a maximum of 40 years behind bars, along with a potential fine of up to $5 million. Senior United States District Judge Frederick J. Scullin, Jr. is scheduled to hand down the sentence on October 15, 2019. The final decision will consider federal sentencing guidelines and other aggravating or mitigating factors.
The case was built by DEA agents, USPIS inspectors, and Plattsburgh City Police officers, with Assistant U.S. Attorney Douglas Collyer leading the prosecution. This conviction sends a clear message: those who profit from the misery caused by heroin will be relentlessly pursued and brought to justice.
