Vincent Forrest, Bribery, Maryland 2021

A shocking bribery scheme has been uncovered in Washington D.C., involving a Metropolitan Police Department (MPD) Officer and a Maryland woman. Vincent Forrest, a 33-year-old Patrol Officer with MPD, and Raquel Depaula, a 43-year-old woman from Beltsville, Maryland, have been indicted on charges related to the scheme.

According to the indictment, the duo engaged in a conspiracy to trade confidential traffic accident victim information from MPD Traffic Accident Reports for bribes. Depaula, a self-proclaimed “runner,” would offer Forrest, a public official, cash payments in exchange for the sensitive information. Forrest, in violation of his official duties, would use his access to MPD’s law enforcement database to review and record victim contact information from the reports.

The indictment alleges that Forrest and Depaula concealed their scheme by communicating through encrypted applications, meeting in person, and exchanging bribes in cash. Over the course of the four-month scheme, Forrest viewed over 4,000 Traffic Crash Reports. When interviewed by federal law enforcement, Forrest provided false statements about his conduct and the scheme.

The charges against Forrest and Depaula include conspiracy, bribery, and making a false statement. If convicted, Forrest faces up to 30 years in prison, while Depaula faces up to 20 years. The indictment is merely an allegation, and both defendants are presumed innocent until proven guilty beyond a reasonable doubt.

The investigation into the scheme is being conducted by special agents from the FBI’s Washington Field Office and MPD’s Internal Affairs Division. The case is being prosecuted by Assistant U.S. Attorney Joshua S. Rothstein from the Public Corruption and Organized Crime Section.

Forrest was arrested and charged in a criminal complaint on June 4, 2021, and is expected to be arraigned on the indictment on June 25, 2021, before Magistrate Judge Zia M. Faruqui in the U.S. District Court for the District of Columbia.

The MPD Officer and the Maryland woman are accused of exploiting vulnerable accident victims for personal gain. Their alleged actions not only compromise the integrity of law enforcement but also put the trust of the public at risk. This case highlights the importance of accountability and transparency within the justice system.
