A federal judge in Pittsburgh today took a major blow to the dark web of child predators as Mt. Lebanon resident Andrew Kalyl Foxx, 42, pleaded guilty to two counts of child exploitation, the United States Attorney’s Office announced.
Foxx, who also goes by James Andrew Liles and Andrew James Liles, entered his plea before United States District Judge J. Nicholas Ranjan on May 15, 2024. Prosecutors say Foxx attempted to and did employ, use, persuade, induce, entice, and coerce a minor to engage in sexually explicit conduct for the purpose of producing a video of such conduct on March 3, 2023.
On March 9, 2023, Foxx knowingly possessed a video file depicting child sexual exploitation, further solidifying the evidence against him.
Under the terms of the plea agreement, Foxx faces a maximum sentence of up to 30 years in prison, a fine of up to $250,000.00, or both.
“This case is a stark reminder of the serious threat posed by child predators,” said United States Attorney Eric G. Olshan. “We will continue to work tirelessly to bring these perpetrators to justice and protect our children from this heinous crime.”
The investigation that led to Foxx’s prosecution was conducted by the Federal Bureau of Investigation, FBI-Pittsburgh Child Exploitation and Human Trafficking Task Force, Allegheny County Police Department, and Mt. Lebanon Police Department.
The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
Pending sentencing, Foxx will remain in custody. Assistant United States Attorney Heidi M. Grogan is prosecuting the case on behalf of the government.
