Grimy Times has learned that Bill Guan, the 45-year-old Chief Financial Officer of a multinational media company headquartered in New York City, has been charged with participating in a sprawling transnational scheme to launder at least approximately $67 million of illegally obtained funds.
According to the Indictment unsealed by the United States Attorney for the Southern District of New York, Damian Williams, Guan conspired with others to launder the money to bank accounts in the names of the media company and related entities.
The scheme allegedly involved the use of cryptocurrency to purchase tens of millions of dollars in crime proceeds, including proceeds of fraudulently obtained unemployment insurance benefits, which were then loaded onto tens of thousands of prepaid debit cards.
As the Chief Financial Officer, Guan allegedly managed the ‘Make Money Online’ team, which was responsible for purchasing the crime proceeds at discounted rates of approximately 70 to 80 cents per dollar.
Once the crime proceeds were purchased, the MMO Team and other participants in the scheme used stolen personal identification information to open accounts, including prepaid debit card accounts, cryptocurrency accounts, and bank accounts, to further launder the funds.
Williams stated, ‘When banks raised questions about the funds, Guan allegedly lied repeatedly and falsely claimed that the funds came from legitimate donations to the media company.’
DOL-OIG Special Agent in Charge Jonathan Mellone added, ‘An important part of the mission of the Office of Inspector General is to investigate allegations of fraud involving the U.S. Department of Labor’s unemployment insurance program.’
Guan was arrested yesterday morning and will be presented today before U.S. Magistrate Judge Stewart D. Aaron. The case has been assigned to U.S. District Judge Victor Marrero.
