John Nasshan, Conflict of Interest Charge, California 2024

San Diego – U.S. Navy Port Engineer John Nasshan has pleaded guilty to a conflict of interest charge, admitting to improperly administering projects at the Navy’s Southwest Regional Maintenance Center while having a financial relationship with defense contractor NevWest, Inc.

Nasshan, who served as a Combat Systems Port Engineer since 2009, is accused of making decisions and recommendations affecting Navy contracts with NevWest despite his personal loans to a company official. Between May 2011 and September 2015, Nasshan had a financial interest in NevWest, loaning them more than $30,000 during their subcontracts with the Maintenance Center.

In an attempt to hide this illegal activity, Nasshan and a NevWest official kept their financial arrangement secret, dealing in cash transactions over $10,000 and structuring cash exchanges under $10,000. Nasshan also lied to NCIS and FBI agents about his relationship with NevWest.

Acting U.S. Attorney Alana W. Robinson emphasized the importance of unbiased contractor work, stating that government officials are prohibited from working on matters affecting their personal financial position. Gunnar Newquist, Special Agent in Charge of the NCIS Southwest Field Office, warns that convictions like this should deter those attempting to profit from the U.S. Navy.

Chris Hendrickson, Special Agent in Charge of DCIS Western Field Office, emphasized the agency’s dedication to investigating personnel who abuse their positions and corruptly advance their interests. FBI Special Agent in Charge Eric S. Birnbaum confirmed the FBI’s commitment to truth and justice in investigations, highlighting today’s conviction as a testament to collaborative efforts.
