Maurice Neal, Child Pornography Manufacturing, Pennsylvania 2023

PHILADELPHIA, PA – Maurice Neal, 31, of Philadelphia, will spend the next 25 years in federal prison for manufacturing child pornography, U.S. Attorney William M. McSwain announced today. Judge Timothy J. Savage also sentenced Neal to lifetime supervised release, a measure aimed at preventing further predation. The sentence stems from Neal’s horrific abuse of a 12-year-old girl (Minor #1), which he filmed on his cell phone while she slept.

The depravity of Neal’s actions is staggering. He meticulously covered the victim’s face with a cloth to avoid eye contact, only ceasing the assault when he feared another child nearby might wake up. This wasn’t an isolated incident. Neal had already been issued an arrest warrant by the Philadelphia Police Department for the sexual molestation of a six-year-old girl (Minor #2) before he began abusing Minor #1. Following that, he went on to molest two more young girls, ages six (Minor #3) and nine (Minor #4).

Neal already faced a lengthy state sentence for these crimes. He was previously sentenced to 25 to 50 years in state prison for assaulting Minors #1 through #4 in the Commonwealth of Pennsylvania. It was during his state incarceration that the video of the abuse of Minor #1 was discovered, triggering the federal charge of manufacturing child pornography. Federal prosecutors swiftly moved to hold Neal accountable for the digital exploitation of his victim.

“Maurice Neal left a trail of young, vulnerable victims in his wake,” stated U.S. Attorney McSwain. “In a few short months, he took advantage of every opportunity to prey upon children in homes in which he was staying, horrifically abusing four little girls within his grasp and causing incalculable damage. Working with our law enforcement partners, we will hold defendants like Maurice Neal accountable and pursue justice for the victims.”

Michael J. Driscoll, Special Agent in Charge of the FBI’s Philadelphia Division, minced no words: “Put simply, Maurice Neal is a predator. He sexually violated multiple children, documenting some of that abuse. It’s vital that he stay locked away where he can’t hurt any more kids. The FBI and our partners at the Philadelphia Police Department won’t ever stop fighting to protect children from being so horrifically exploited.”

This case falls under Project Safe Neighborhoods (PSN), a comprehensive initiative uniting law enforcement agencies at all levels and local communities to combat violent crime. The Department of Justice revitalized PSN in 2017, emphasizing a targeted approach to violent criminals. The investigation was conducted by the Federal Bureau of Investigation, in partnership with the Philadelphia Police Department and the Philadelphia District Attorney’s Office. Assistant United States Attorneys Priya DeSouza and Megan Curran prosecuted the case.
